The Hon. the Chief Justice, Hon. Justice Bart M. Katureebe, was in The Hague to attend a series of meetings organized by The Hague Institute for Innovation of Law (HiiL) and the Justice Leadership Group (JLG) on improving access to justice.
The Chief Justice met officials of HiiL and JLG and discussed issues related to improvement of access to justice with particular reference to Uganda.
The discussion was premised on the 2016 Report from a research conducted in Uganda by HiiL. "Justice Needs in Uganda 2016 - Legal Problems in Daily Life."
The Chief Justice and the officials further discussed how the findings in the Report can be used to create a user friendly Justice system as a way of attaining real access to justice for all persons.
The meetings are meant to come up with solutions to the justice problems and the needs identified in the Report.
The climax of engagements was on Thursday December 7, 2017, where the Chief Justice delivered a keynote speech at The HiiL Innovating Justice Forum 2017.
The theme of the Conference was : "Barriers to Justice Innovation."
HiiL is one of the development partners to provide funding for the JLOS Strategic Development Plan IV that was recently launched.
Retired Chief Justice, Hon. Justice Willy Mutunga (Kenya) is one of the officials of JLG.
The CJ later met his Netherlands counterpart, Hon. Justice Maarten Feteris, and the two discussed issues of mutual interest related to, among others:
1. Training of judicial officers
2. Judicial discipline and integrity
3. Use of informal systems to enhance access to justice
4. Simplifying judicial procedures and making the court user friendly.
